Biography
Mrs. Athenee Harvey‑Basden currently serves as the Permanent Secretary in the Ministry of Finance, Economic Development, Investment and Trade for the Turks and Caicos Islands Government. In this capacity, she provides executive leadership across key portfolios, including oversight of the departments within the Ministry.
Mrs. Harvey‑Basden has built a distinguished career within the Turks and Caicos Islands Government, serving in several senior roles including the Treasury Department and as Accountant General, before assuming the position of Permanent Secretary in 2012. Her academic background includes advanced degrees in Accounting, supporting her strong technical leadership in public finance, governance, and regulatory development.
Her portfolio spans financial management, economic development, trade facilitation, investment strategy and regulatory strengthening. As Permanent Secretary, she plays a central role in positioning the TCI within the regional and international economic landscape. She has represented the Turks and Caicos Islands at major multilateral engagements on sustainable finance and regional development priorities.
Mrs. Harvey‑Basden has also contributed to national initiatives aimed at improving government transparency, strengthening economic data systems and enhancing the delivery of public services as well as leadership across the Ministry’s departments.
