Financial Transactions Information Exchange Unit

The Financial Transactions Information Exchange Unit is a pivotal agency within the Ministry of Finance, entrusted with administering the Turks and Caicos Islands’ statutory frameworks for international financial information exchange. Through oversight of Economic Substance, FATCA, CRS, and related obligations, the Unit ensures compliance with international standards, fosters domestic transparency, and anchoring the jurisdiction’s integrity in global cooperation.

Mandate & Function

  • Regulatory Reporting & Compliance: The FTIE Unit administers key reporting frameworks, including:
    • Economic Substance requirements under the Companies and Limited Partnerships (Economic Substance) Ordinance 2018.
    • FATCA (Foreign Account Tax Compliance Act) reporting obligations related to U.S. tax compliance.
    • CRS (Common Reporting Standard) under the OECD’s AEOI (Automatic Exchange of Information) framework.
  • Guidance & Legislative Support: Produce guidance notes, reference materials, and updates for the business community to facilitate their compliance with evolving financial transparency obligations.
  • Stakeholder Engagement: Through regularly published documents, presentations, and legislation summaries, the Unit ensures entities understand both deadlines and procedural expectations.

Strategic Role & Governance

  • Competent Authority Function – serves as the Government’s central competent authority—empowered to manage, receive, and process submissions related to economic substance, FATCA, CRS, and other mandated information exchange protocols.
  • Alignment with Global Standards – ensures the Turks and Caicos Islands remain compliant with global tax transparency standards, including OECD guidelines and automatic exchange frameworks.
  • Collaborative Integration – collaborates closely with domestic agencies—such as the Financial Intelligence Agency (FIA), the Attorney General’s Chambers, the Financial Services Commission, and the Royal Turks and Caicos Islands Police Force—to support wider regulatory and anti-financial-crime frameworks.
