Budget Office

The Budget Office plays a vital role within the Ministry of Finance, Investment and Trade, serving as the strategic engine behind the planning, analysis, and formulation of the Government’s budget. Its mission is to ensure that limited public resources are allocated efficiently, transparently, and aligned with national development goals and fiscal responsibility.

The Budget Office is the backbone of fiscal governance—ensuring policy coherence, strategic alignment, and prudent allocation of public funds. It enables impactful budgeting that drives national vision, supports sustainable development, and affirms our commitment to transparency and accountability

Purpose

  • To provide rigorous policy-based analysis of budget proposals, ensuring that all spending aligns with Government priorities, strategic visions (including Vision 2040), and international development standards.
  • To guide the allocation of expenditure ceilings, manage capital expenditure proposals, and coordinate multi-year fiscal planning in line with the Government’s Medium-Term Expenditure Framework.

Functions

  • Review & Validate Expenditure Proposals – analyze spending requests from ministries and departments—both recurrent and capital—assessing their accuracy, performance assumptions, and policy alignment.
  • Prioritize and Recommend Budget Allocations – ensure high-priority, mission-aligned initiatives are funded while upholding fiscal restraint and strategic coherence in resource allocation.
  • Monitor Budget Performance & Appropriation Adjustments – track ongoing expenditures, update forward estimates, and manage requests for supplementary appropriations, virements, or special warrants.
  • Engage with Stakeholders – consult closely with line ministries and departments to clarify budgeting requests and performance expectations; these recommendations inform Ministers, Permanent Secretaries, and other decision-makers.

Role within Government

As part of the Ministry of Finance, Trade and Investment, the Budget Office operates within a larger framework that oversees financial management, revenue collection, strategic fiscal and economic policy, and budget dissemination to the public.
